The memorial is a black metal cylinder on a 4 stepped octagonal cement base, set on brick paving. On top of the cylinder is a clear plastic case containing an upturned rifle.  A steel helmet sits on top of the rifle. There is a gold-coloured metal ring around the cylinder and Maltese crosses on the north and south sides.

Max Harris, after whom the park is named, was a prisoner of war in Changi during World War II.  Other names mentioned are also from World War II.
