Memorial is a marble column surmounted by a 2.4 metre bronze statue of a digger with bayoneted rifle at the parry position. There is a bronze wreath on each of 4 corners of the granite base supporting the column.  The memorial is approximately 12 metres high. There is a flagpole on the east side.

The foundation stone was laid in April 1921 on the occasion of a visit by the Governor Sir Archibald Weigall and Lady Weigall. The monument was unveiled on 29 or 30 March 1922 by the Prime Minister, the Hon. W. M. 'Billy' Hughes. The consulting architect was Mr G. Making and the designer and contractor was Mr A. S. Tillett of West Terrace, Adelaide. The bronze figure was cast in five pieces and weighs approximately 500 kilograms.

A former mayor of the town, Mr. E. W. Crewes initiated the proposal for a lasting monument and began a fund for the purpose directly after the first Burra casualty in the war was reported. By the time peace was declared an amount of £1,900 had been raised together with promises of further monetary assistance. Several other schemes were mooted. Some advocated the damming back of Burra Creek, the planting of a memorial garden and the erection of a hall. Several meetings were held, an executive was formed and competitive designs were called for. The one submitted by Mr. Tillett was accepted. It was originally planned to place a bronze lion at each corner of the monument but they never eventuated.  A further sum of £1,000 was raised before the foundation stone was laid and the final cost was about £3,500. The whole of the work was executed in Adelaide.

Plaques record the names of 102 men from Apoinga, Booborowie, Burra, Hallett, Hanson and Mt Bryan killed in action during World War I. About 700 enlisted from an area that contained 2,500 people in the district, 1,750 in the town itself. A further 27 names of men killed in World War II were added after 1945.
