The memorial is a large granite gateway with granite blocks forming archways on either side if the central block. A low metal fence on a low concrete wall surrounds the monument. There are flagpoles on the east and west sides.

A proposal to erect a soldiers' memorial was discussed at a public meeting held in the Deniliquin Town Hall on 28 October 1919. Several suggestion had been received. One was that an arch should be erected in Waring Gardens on the corner of Cressy and Napier Streets. Other suggestions were a water tower to supplement the town water supply with the names of soldiers inscribed on the tower in marble or bronze; an arch at the end of the cemetery avenue; a drinking fountain and trough; an extra room at the School of Arts for free use by soldiers; and an avenue of trees. It was decided to canvass the views of the returned men and at the next meeting on 25 November 1919 a letter was read from the Soldiers Association stating that  memorial gates were favoured. At a further meeting on 8 December 1919 discussion centred on the form of a memorial and what the soldiers wanted. Mr Officer said he did not intend to bring the financial side in but as it had been mentioned he might say that he had been asked to speak to a few people and they had promised about £550 on the distinct understanding - not on his suggestion he might mention - that it should be spent on a straight out memorial - not on anything secondary.  Mr Officer said the locality had never been a stumbling block.  The only stipulation had been that the structure should be purely a memorial.  It should be in a position where it would be seen and from it future generations would learn the lesson of self-sacrifice and it would stir the imagination of those who might be called upon to make the sacrifice themselves.

Memorial gates were decided upon and the design of Mr Wardrop was accepted. Tenders were called to build the monument  and a committee was formed to draw up names to be inscribed on it. There was considerable delay in getting the memorial erected owing to the Public Monuments Advisory Board not having approved the design and in July 1921 a letter was received from the firm of Hudson & Wardrop pointing out that it was 9 months since the committee had adopted the design and asking for payment of fees. It was reported in the local paper on 26 August 1921 that the Minister's approval had been received, subject to a slight alteration.  The Governor-General, Lord Forster, was invited to lay the foundation stone but in December 1921 he wrote asking if the ceremony could be postponed until March 1922 as he was still under medical orders. This was agreed to and Lord Forster laid the foundation stone on 30 March 1922. At the ceremony the Mayor announced that funds were still £300 short of the amount required for the memorial viz. £1,900 and he invited contributions from those present.  The response was liberal, £160 being forthcoming.

The Prime Minister, Mr. Hughes, agreed to unveil the completed memorial but subsequently advised he was unable to attend.  Sir John Monash was asked but replied he was unable to visit Deniliquin that month.  The committee decided the Mayor should perform the ceremony.  

When the memorial was completed it was discovered that the structure was below street level. The committee wanted alterations to be made to the gateways.  Canon Rogers said the architect was to blame as he was the man that took the levels.  He felt that the committee should interview the architect as soon as he arrived and before he could get back on the train and express their disapproval at the way the work had been carried out.  The committee passed a motion that, in its opinion, the memorial was very unsatisfactory, as the foundation should have been 18 in or 2 ft higher above the present level; as it stood, the gates had been set too low and would have to be raised.

On 12 October 1922 the Mayor, Mr. H Windeyer, performed the unveiling ceremony and the monument was dedicated by Chaplain Captain E. Jellicoe Rogers. Total cost was £1,836 6s 0d and the total received was £1,908 14s 10d leaving a balance of £102 8s 10d towards the cost of  a new fence estimated at £175.  The difference of £76 was yet to be raised.
